Here's the honest answer: you almost never need a car to mail a letter. The postal system is built around pickup, not drop-off: carriers collect outgoing mail on their normal routes. Drop yours in the nearest collection box, hand it to your carrier, or have an online service print and mail it without you leaving home.

No. Postage, addressing rules, and delivery work identically no matter how the letter enters the mail stream. A letter handed to your carrier gets the same handling as one dropped at a post office counter. The only thing a car changes is how you get to a counter, and for letters, there's almost never a reason to go. If you can buy stamps online or at a nearby store (many grocery and pharmacy counters sell them), you may never need a post office at all.
