No. A stamp cut out of an old envelope is not valid postage, even if it was never canceled. The USPS Domestic Mail Manual explicitly invalidates cut-out postage, and reusing a canceled stamp is a federal offense with real penalties. Taping over a stamp to protect it from cancellation is prohibited too. The stamp that survived delivery is spent: buy fresh postage.
This is general information, not legal advice.
| The trick | Why it fails |
|---|---|
| Cutting the stamp off an old envelope | The Domestic Mail Manual treats cut-out indicia as invalid postage; the envelope goes nowhere |
| Reusing a stamp that slipped through uncanceled | Reusing canceled or previously used postage is a federal offense, not just a policy violation |
| Taping over the stamp to keep it uncancelled | Covering postage with tape or anything else is separately banned; clerks will reject the piece |
| Washing off a cancellation mark | Altering a stamp to reuse it falls under the same fraud rules |
Postage validity is about the whole piece, not the ink on the paper. The rules treat stamps affixed to mail as part of that mail piece; cutting one out breaks the chain that shows it was paid for and unused. Clerks and sorting equipment are trained to spot cut-outs, and the mail manual gives them a clear basis to reject the piece. You lose the postage you were trying to save, plus the letter does not move.
Federal law makes it an offense to reuse canceled postage with intent to defraud the postal service, carrying fines and possible imprisonment. This is not a theoretical rule that is never enforced: the statute exists because postage fraud was common enough to need criminalizing. The intent standard matters, but "I was just saving money" is not the defense people hope it is.
Yes, in substance. Canada Post's terms similarly prohibit reusing canceled postage, and Canadian stamps that have been canceled are spent. The cut-out rule follows the same logic north of the border: postage that has been separated from its original mail piece no longer counts. If you need cheap postage in Canada, buy stamps online or at the counter rather than resurrecting dead ones.
Use them. Unused stamps never expire, and old denominations combine to make current rates. If the stamps are damaged but were never used, USPS exchanges them at face value. None of the reuse shortcuts are worth the risk: the savings on one letter against a federal offense is not a trade a reasonable person makes twice.
