The green card is the physical return receipt, USPS Form 3811, that comes back to you after someone signs for your certified letter. It is a separate add-on to certified mail, not the same thing: certified mail proves you sent it, while the green card proves who received it and when. An electronic version exists that skips the wait for the card to travel back through the mail.
Certified mail gives you a mailing receipt and tracking: proof the letter entered the postal system and where it went. The green card is the second half of the story. When the letter arrives, the recipient signs the card, and the card is mailed back to you with the signature, the printed name, and the delivery date. Without it, you know the letter was delivered but not who accepted it. With it, you hold a signed record from the receiving end, which is the piece courts and contracts usually care about.

The card travels the ordinary mail stream back to you, and it queues behind everything else. It is common for the physical card to arrive a week or more after the delivery it records, and during holiday volume the lag stretches further. This surprises people who paid for certified mail expecting instant confirmation. The electronic return receipt exists precisely for this impatience: the signature data is captured at delivery and made available online without waiting for paper to make the return trip.
It proves a person at the address signed for the item on a specific date, with their printed name beside the signature. It does not prove what was inside the envelope: the card records the article number, not the contents, so if the contents matter, keep your own copy of exactly what you mailed and note the article number on it. It also does not prove the signer was the addressee unless you paid for restricted delivery, which limits handoff to the named person. A signature from "someone at the front desk" satisfies a standard green card but may not satisfy a contract that required the recipient personally.
Yes, with limits. You can request return receipt service after mailing if you still have the certified article number, though the post office may not be able to attach it cleanly to a letter already deep in the system. The surer path is to request it at the counter when you mail. If you realize mid-week that you needed proof of receipt, do not wait: ask promptly, because once the item is delivered without the receipt attached, reconstructing the signature record gets harder.
Canada Post does not use a green card, but its registered mail service includes a signature record and proof of delivery as part of the service. If you are mailing from Canada and need the same kind of receiving-end evidence, registered mail is the direct counterpart. There is no separate card to request and wait for; the proof lives in the tracking and delivery record.
