Yes. Android has no built-in fax feature, but your phone's camera works as a scanner: photograph the pages or use a scanning app, then upload them to an online fax service that transmits from its own phone lines. You enter the recipient's fax number, approve the send, and the service dials and delivers. No fax machine or phone cord needed.
It doesn't. Your Android phone never touches a phone line; it just prepares the document. The actual fax transmission happens on the service's servers, which convert your uploaded file into the analog fax signal and dial the recipient's fax number. That split is why apps marketed as "fax apps" are really upload-and-pay front ends: the camera scan is the hard part, and the sending is a commodity. The part most people get wrong is the file. Fax is black and white and page based, so a dark, tilted photo of a document full of shadows will fax as a dark, tilted mess. A clean scan matters more than which app you pick.
Most Android phones already have a capable scanner without installing anything new:

One non-obvious detail: Play Store "fax apps" with free trials often renew as monthly subscriptions, so if you need one fax, an online service's per-fax option is cheaper than a forgotten subscription. Also, screenshots of a document are worse than scans for faxing, because screenshot resolution is lower and the text compresses badly.
Flat on a table, good light, page edges visible, text sharp. Scan at the app's document or black-and-white setting rather than photo mode, since fax converts everything to black and white anyway and starting from a clean binary image gives the recipient crisper pages. Check each page in the preview before sending: upside-down pages are the single most common fax embarrassment, and a quick flip in the preview takes three seconds. If your document is already a PDF, like a form downloaded from a government site, skip the camera entirely and upload the file directly. No printing, no scanning, no quality loss.
