Presorted mail is a USPS workshare discount: you sort your mail by ZIP code before drop-off, and the post office charges you less per piece for the labor you did. LetterAgent does not offer presort pricing, since we mail individual letters. A small business can qualify, but the minimum volumes are higher than most expect.
| Requirement | What it means in practice |
|---|---|
| Sort by ZIP before drop-off | You (or your presort partner) group mail in ZIP-code order and pack it into USPS-approved trays or sacks |
| Minimum piece count | USPS requires a minimum number of pieces per mailing; below that, no discount |
| Mailing permit | You pay an annual permit fee and use permit imprint (printed postage mark) instead of stamps |
| Address quality | Addresses must be standardized and checked against postal databases for the deepest discounts |
| Drop-off at the right facility | Deeper discounts come from delivering to the destination postal facility yourself |
USPS calls it "workshare": every sorting step you do yourself is labor the post office doesn't have to do, and you get paid for it in the form of lower postage. The finer you sort, the deeper the discount. Sorting to the destination facility beats sorting to a broad region, and full automation-compatible pieces (correct size, thickness, and address placement) beat hand-sorted ones. The discount structure is why presort is a bulk game: the savings only start to outweigh the setup costs when volumes are large.
Three things trip up small senders. First, the minimums: a typical small-business mailing list of a few hundred addresses may not clear the per-mailing minimums at all. Second, the mail must be presorted in USPS's exact tray and documentation format, which requires software or a patient afternoon with the postal guides. Third, the annual permit fee is charged whether you mail once a year or once a week, so infrequent mailers never amortize it. These are the reasons the presort industry exists: presort bureaus and commingled mail services aggregate many small mailers' mail into one big qualifying mailing, and you buy a seat on their volume.
Do the math on three inputs: your per-piece postage savings at your volume, the service's per-piece fee, and the permit fee you'd pay going alone. A presort service usually wins when your volume is too small for your own permit but large enough that first-class stamps sting: recurring customer newsletters, investor updates, and association mailings in the hundreds to low thousands of pieces. Below that, stamping individual letters is often cheaper once you add the service fees. And if every letter is different (personalized content, variable pages), make sure the presort partner handles variable-data printing, or you'll be assembling by hand anyway.
Canada Post has its own version of these incentives with its own names and thresholds, under products like Neighbourhood Mail for unaddressed flyers and addressed products for targeted mail. The same principle applies: you do the sort and the bundling, Canada Post discounts the postage. The specifics differ enough that you should read Canada Post's current product guide rather than assuming the US rules carry over.
When the mail matters individually. Presort discounts apply to standardized bulk mailings with minimum volumes, not to one-off letters, legal notices, or anything where each piece needs tracking or proof of delivery. If you're mailing one letter to one person, presort never enters the picture: that's exactly what individual first-class or certified mail is for.
