Do I need extra postage to mail a letter to Puerto Rico?

No. Puerto Rico is a US territory, so a letter mailed there travels at domestic USPS rates with no extra postage and no customs forms. Address it exactly like any US address, with PR and the ZIP code. The same domestic treatment covers Guam, the US Virgin Islands, American Samoa, and the Northern Mariana Islands.

Why is Puerto Rico treated as domestic mail?

Puerto Rico is an unincorporated US territory, and the Postal Service treats mail to and from the island as domestic. That means the same postage, the same service standards, and the same rules as a letter to Ohio. No customs declaration, no international forms, no extra fees at the counter. If you can mail it to Texas, you can mail it to San Juan for the same price.

How do you address a letter to Puerto Rico?

Exactly like a stateside address, with one common trip-up: write out the address fully and let "PR" do the work.

Many Puerto Rican addresses include an urbanization name, like "Urb. Santa Rita," which functions like a neighborhood line: put it above the street address if the recipient gave it to you. And some rural addresses use HC (highway contract) or PO box formats; copy what the recipient wrote, because rural route addressing on the island follows its own logic.

Do packages to Puerto Rico need customs forms?

Not when they travel by USPS: it is domestic mail, so no customs paperwork. This is the detail that surprises people who have shipped internationally, where a form is mandatory. Note that private carriers play by their own pricing books and may apply their own surcharges or zone logic for the island, so a USPS parcel and a courier parcel to the same San Juan address are priced under different rules. For letters, though, it is simple: domestic stamp, PR address, done.

How long does mail to Puerto Rico take?

Longer than a letter to the next state, even though the postage is the same. Domestic rates do not mean domestic transit times: mail to the island travels by air, and flights, weather, and handoffs add days that a truck route to Ohio never sees. A letter mailed from the mainland typically takes several business days, and packages longer. If the timing matters, mail early and consider tracking: the domestic price covers the ride, but the ocean sets the schedule.

What about mailing from Canada to Puerto Rico?

From Canada, Puerto Rico is international mail: you need international postage from Canada Post, and the letter travels under international service standards. The "domestic" rule is a USPS rule for mail originating in the United States. If you are sending through LetterAgent, the recipient address just needs to be a US address, which Puerto Rico is, so a letter to San Juan is handled like any other US letter: describe it to your assistant, approve the quoted price, and it is printed and mailed.

What about the other US territories?

The same domestic rule applies across the board: Guam, the US Virgin Islands, American Samoa, and the Northern Mariana Islands all take domestic USPS postage from the fifty states, with no customs forms for letters. A few quirks are worth knowing. Mail to and from American Samoa and some Pacific territories can take noticeably longer because it travels by air and sea in stages. APO, FPO, and DPO military addresses are also domestic postage, which matters for service members stationed in the territories. And ZIP codes still do the heavy lifting: use the territory's two-letter code (GU, VI, AS, MP) exactly as you would a state abbreviation, because that is what the sorting equipment reads first.
