Write to your MP at the House of Commons in Ottawa and you don't need a stamp: mail to and from Members of Parliament is postage-free under the Canada Post Corporation Act. In the US, you pay postage to write your member of Congress, but they can write back to you free under the congressional frank. Keep it short, name your riding, and ask for one thing.

You do not need your MP's riding office address. Every MP can be reached through Parliament itself, and the address never changes when staff move or offices relocate:

Drop it in any mailbox with no stamp. The postage-free privilege is written into section 35 of the Canada Post Corporation Act: mail to or from the Governor General, Senators, and MPs travels free within Canada. Senators get the same treatment, so the same trick works for writing a Senator. One detail worth knowing: the free privilege covers letters, not parcels, and not registered or special services.
The US version is less generous to the writer. You pay postage to send your letter, addressed to:

For Senators, use "United States Senate, Washington, DC 20510." The frank, the member's signature standing in for postage, covers their official mail back to you, not your letter to them. And here is the part that surprises people: physical mail to Congress is screened at an off-site facility, a practice left over from the 2001 anthrax attacks, so a paper letter can take weeks to reach the office. If your issue is time-sensitive, the member's website contact form or a phone call will beat paper mail by weeks.
Staffers sort constituent mail fast, and the letters that get attention share a shape. Open with who you are and where you live: your full address proves you are a constituent, which is the only reason your letter outranks the thousands from outside the riding. Name one issue, say plainly what you want them to do about it ("please vote against Bill C-__", "please raise this with the minister"), and keep the whole thing to one page. A short personal story about how the issue touches your life beats three pages of argument. Close with your name, address, and phone number so a staffer can follow up.
What not to do: do not send the same form letter everyone else is sending, or at least add two sentences of your own. Do not threaten, and do not demand a meeting in the first letter. And keep a copy. If the issue drags on for months, your follow-up letter lands harder when you can quote what you asked for the first time.
Honestly, it depends on volume. Congressional and parliamentary offices count every contact by position, and a thoughtful personal letter still signals more effort than a click-to-send form, which staffers can spot instantly. But email and webforms get logged into the same tracking systems these days, so the gap is smaller than it used to be. The real advantage of a letter is durability: it sits on a desk, it gets passed around, and in Canada it costs you nothing to send. For something you care about deeply, send the letter. For something urgent, call.
