Certified mail usually takes a little longer than ordinary first-class mail because every extra step adds time: separate handling, signature capture, and delivery attempts. If nobody's home, the carrier leaves a notice and holds the item at the post office, which can add several days. Send certified mail well ahead of any deadline.
Certified mail doesn't ride the fully automated stream. It's kept apart for chain-of-custody reasons, and at the far end it needs a human being to sign, not just a mailbox to land in. Each of those requirements adds a delay ordinary mail skips.

Think about what the carrier has to do. An ordinary letter gets dropped in the box in seconds. A certified letter needs the carrier to knock, wait, get a signature, and record it. If nobody answers, the carrier writes up a notice, brings the letter back to the post office, and carries it out again the next delivery day. Every failed attempt is another full day added to the trip.
Then there's the recipient's schedule. Plenty of certified letters sit at the post office for days because the recipient works during post office hours and keeps missing the pickup window. The hold period exists for exactly this reason, but it means the round trip from mailing to confirmed delivery can stretch well beyond what the distance alone would suggest.
The return receipt, the little green card, travels back to you as ordinary mail after the recipient signs for the letter. It doesn't get priority handling on the return trip, so it can lag the actual delivery by a week or more. Well before the deadline, and earlier than your instincts say. Count the transit time, then add days for a possible missed delivery attempt and the recipient's trip to the post office. For anything with a legal or contractual deadline, sending certified mail the week before is prudent; sending it two days before is gambling. The tracking number tells you where it is, but it can't make the recipient answer the door.
