Can I fax immigration documents?

Mostly no. USCIS and IRCC generally require applications and supporting evidence by mail or through their online portals, and neither agency treats a fax as a filing. Narrow exceptions exist: some immigration courts have accepted faxed motions, and an individual officer may occasionally ask you to fax a specific document. For the application itself, a fax is not a filing.

This is general information, not legal advice.

Why won't USCIS accept most documents by fax?

USCIS processes applications through lockboxes and service centers built around physical mail and its online filing system. Applications require original signatures, specific forms, and fees in exact amounts; a fax cannot carry a money order or a wet signature, and it bypasses the intake controls the agency uses to log and route cases. The agency's instructions for each form spell out the accepted filing methods, and fax is effectively never among them. Sending an application by fax does not start your case, does not stop any clock, and may simply be discarded.

IRCC (Canada)Online portal; mail for paper applicationsNot an accepted filing method for applications
Immigration courts (EOIR)Mail, in-person, and electronic filing where availableSome courts have accepted faxed motions; confirm with the specific court first

What about IRCC in Canada?

The Canadian picture is the same in practice. IRCC runs applications through its online accounts and, for the paper stream, through centralized mail intake. There is no general IRCC fax line for submitting applications or evidence. If an IRCC officer or a visa office asks you to fax something specific, treat it like the US exception: it is a one-off request for a named document, not a channel you can use for filings on your own initiative. As always, follow the written instructions on your specific application, which outrank any general advice.

Are there any exceptions at all?

A few, and they are narrow. Immigration courts (the Executive Office for Immigration Review) have historically accepted faxed filings such as motions in certain circumstances, but the rules vary by court and have been shifting toward electronic filing, so confirm with the specific court before relying on it. An asylum office, a field office, or an individual officer may ask you to fax a document during an ongoing case: when they do, fax exactly what they asked for and keep the confirmation page. These are requests coming down from the agency, not channels you initiate.

What proves I filed on time instead?

Since a fax confirmation page proves nothing to an immigration agency, use the proof the agency actually recognizes. For mailed filings, that is the official receipt notice (USCIS Form I-797C or the IRCC acknowledgment), which confirms the agency received your application and assigns your case number. Keep copies of everything you send, keep the tracking for any mailed package, and keep the receipt notice forever. If a deadline is approaching and your filing has not been acknowledged, contact the agency or an immigration lawyer rather than faxing the application as a backup: an unaccepted fax gives you a false sense of security while the real deadline passes.
