Can I fax a passport application?

No. Passport agencies and passport acceptance facilities do not take applications by fax. First-time applications (Form DS-11 in the US) must be submitted in person with original documents; renewals go by mail or, for some applicants, online. Sending your passport paperwork by fax will not start your application and could expose your personal details to the wrong recipient.

What should I do instead?

Use the channel the passport office actually accepts. In the US, that depends on your situation:

SituationWhere to applyWhat they need
First passport, or child under 16In person at an acceptance facilityForm DS-11, original citizenship evidence, ID, photo, fees
Routine adult renewalBy mail with Form DS-82Your most recent passport, new photo, fees
Eligible adult renewal, routine serviceOnline renewal portalDigital photo, payment, your expiring passport details
Urgent travel within 14 daysIn person at a passport agencyAppointment, proof of travel, everything above

In Canada, the answer is the same: no fax. Applications go in person at a Service Canada centre or passport office, or by mail to the address in the application guide. The pattern is consistent on both sides of the border: identity documents travel by mail or in person, never by fax.

Why won't they take faxes?

A passport application is not just a form. The office needs original documents: your birth certificate or naturalization certificate, your current passport, a compliant photo, and payment. None of that can be faxed, and a faxed copy of a birth certificate proves nothing anyway, since a fax cannot be authenticated. First-time applications also require an oath and identity verification in front of an acceptance agent, which is why DS-11 cannot be mailed either, let alone faxed.

There is also a security angle. A passport application carries your full name, date of birth, place of birth, Social Security number, and your parents' details: a complete identity-theft kit. Faxing that bundle to a wrong number hands it to a stranger with no way to get it back. The mail and in-person channels exist partly because they keep that bundle in controlled hands.

Is there anything passport-related I can fax?

The application itself, no. But faxing still shows up around the edges of the process. If you have an appointment at a passport agency for urgent travel, the agency may ask for proof of your trip, and some travelers fax hotel or flight confirmations to the agency's published number ahead of the appointment. Third-party expediting companies also communicate by fax and email with clients while preparing application packages. In both cases the fax is supporting paperwork, not the application, and you should only send it to a number you verified by phone.

How should I send the parts that do go by mail?

For renewals and Canadian applications, the mailing step is where most delays happen. Use a trackable service so you can prove the office received your originals: your birth certificate is irreplaceable and you want a receipt trail. Keep copies of everything you send, including both sides of your ID and the photo. And build in slack: standard processing times stretch during spring and summer travel season, so apply well before any trip.

One more non-obvious point: if your name changed since your last passport, bring the legal proof (marriage certificate, court order) as an original too. A faxed or photocopied name-change document will be rejected just like a faxed application, and it is one of the most common reasons renewals get bounced back.
