Regular lettermail is the cheapest way to mail documents within Canada, and it is not close: a few pages in a standard envelope cost a fraction of any parcel or expedited service. Lettermail moves through Canada Post's automated letter-sorting stream, which handles enormous volumes at very low marginal cost. The moment your document goes into a box or tube and gets classified as a parcel, it rides a different, more expensive network with manual handling and tracking built in. The physical difference can be tiny: the same ten pages in a flat envelope versus a padded mailer can cost several times more. If your document is flat and flexible, keep it in the lettermail stream.
The size bands matter more than most people realize. A standard envelope and an oversize envelope are different products with different maximums, and exceeding either one bumps you into parcel pricing.
